Minutes of Meeting
A special meeting of the Finance Committee of the Rocky Hill Board of Education was held on Tuesday, December 11, 2007, in the superintendent's conference room. Present were: Committee Chair Rene Rivard, Committee Member Catherine Vargas; Board Chair, William MacDonald; Secretary, Nadine Bell; Interim Superintendent of Schools Carol Parmelee-Blancato; and Director of Finance & Operations Gregory P. Turansky. The meeting was called to order at 6:00 p.m.
2007-08 Budget
Mr. Turansky provided a general overview of the status of the 2007-2008 Budget. Because of length of time remaining in the fiscal year and the volatility of some accounts, it was stated that it is premature to speculate on a specific year-end point. Some areas of expressed concern are the effects of a high number of maternity leaves on the teacher substitute account and the cost of some inter-district magnet school tuitions. Some identified areas of potential savings are special education out-of-district tuition and health benefits. Overall, Mr. Turansky indicated that the district is in a stable financial position.
2008-09 Budget
Interim Superintendent Carol Parmelee-Blancato indicated that the superintendent’s budget which will be presented to the Board in January 2008 will support curriculum initiatives (e.g. new courses, text book adoption, elementary FLES program, new positions and one additional portable class for the high school). The district guidelines for class size and staffing were considered when developing the budget. Contractual obligations for administrators, teachers and non-certified, transportation contract, special education tuition, early retirement incentive are addressed in the budget.
