Adisa Huric and Rounak Gokhale reported on the recent events at Stevens School/Moser School.
In third grade, as part of the Trailblazers math program, the students are working in groups to gather survey data of all of the other students in the classroom. The students are able to choose their own variable with regards to collecting, organizing and graphing the data. The student groups will then give their findings to the class.
Earlier this month, the fifth graders enjoyed the PTO sponsored dance program which was based on Brazilian culture.

be chosen to attend the 15th Annual CAS “It’s Cool To Care” Environmental
Science Conference which was held at
Family Math Night will be held on Tuesday, March 25,

A small group of fifth graders were invited to attend an Environmental
Awareness Conference “It’s Cool To Care” which was sponsored by the Connecticut
Association of Schools. This conference
was held on March 17, 2008 at
Kindergarteners, first graders, fourth graders and fifth graders attended a very lively and fun assembly which was held on March 19, 2008. The PTO sponsored a trio of Brazilian performers. This was a wonderful cultural experience for everyone. Thanks were given to the West Hill School PTO.
On April 3, 2008 all of the students at West Hill School will attend a presentation by the author Jerry Povoto who has written many alphabet and math fiction and non-fiction books. All of the students have been introduced to this author’s work during book exchange in the media center as well as during art class. Parents will have an opportunity to pre-order a selection of these books which will be personally autographed. Thanks were given to Explore and Soar for funding this unique and enriching experience.
Third graders, fourth graders and fifth graders are preparing for the Invention Convention which will take place the first week of April. This year approximately sixty to seventy students are participating in this. Inventions will be on display on April 3, 2008 from 6:30 p.m. until 8:00 p.m. and all day on April 4, 2008. Select students will be invited to
attend the Connecticut Invention Convention which will be held on May 3, 2008.

There will be a reception held on March 27, 2008 from 6:00 p.m. to 7:00 p.m. Everyone was asked to please take this opportunity to see the terrific artwork that was created by sixth graders, seventh graders and eighth graders. Everyone will be amazed and delighted. Thanks were given to Ms. Scullion and Ms. Burnett for all of their hard work.
The Leaders Club donated three hundred pink, red and white colored chocolate lollipops to the Rocky Hill Veterans Home for Valentine’s Day. These lollipops were made by hand by the students and these were presented in a beautiful wicker basket which the students decorated.

homeroom that collects the most money will win a pizza party. Last year, approximately $2,500 was collected

Jonathan McKenna reported on the recent events at
The Drama Club is presenting “Sweeney Todd”, the musical, on April 4, 2008 and April 5, 2008.
The “Music in the Schools” assembly was held one week ago and the drama and music departments did performances for all of the students.
Spring sports have started and there is outdoor track, tennis, softball and golf. Each of these sports is hoping to have a successful season.
The International Honor Society will have inductions on March 27, 2008 at 6:00 p.m.
The Community Service Club is planning a field trip to go to
The trip to
The Winter Sports Night was held last night and there were thirty-eight all academic athletes. In order to qualify to become an academic athlete, a student has to have an average of 88 and they have to play on a varsity sport.
CAPT testing was finished approximately two weeks ago.
The Coalition is presenting a dodgeball tournament which is being held this evening.

the Public
Chairman MacDonald asked if there was anyone in the audience who would like to speak with regards to any items. Bill Pentland, 325 Old Main Street, R.H. said he has not been able to attend a Facilities Committee meeting but he asked the Board of Education members for their consideration with regards to whatever will be done at the high school and middle school that there be some space for concessions for the football field. He has been in involved with Bandbackers and the concessions for that. Some of the parents who are involved with Bandkbackers are also involved with Project Graduation which also took on concessions this year for the football games. Relay for Life also uses the football field and there are many other events also. He understood that money is an issue. He said it would be nice if the concessions could be set up with a window but if it can’t be set up this way he said it would be fine if this was even a room with an outside entrance that could be used for storage for people who could even set up a tent for the concessions. He offered his services and he said he has been in food services for thirty-five years. If space is put aside for this and any help is needed for locating plumbing and electricity for the future purchase of equipment, he said he would be more than happy to offer his services. Chairman MacDonald said he has put up these tents many times and he knew what Bill Pentland meant. Chairman MacDonald said concession space in the middle school and high school campus is one of the main items that the Board of Education members have talked about.
Superintendent’s
Report
Interim Superintendent Parmelee-Blancato referred to the school calendar for 2008-2009 that the Board of Education members had approved a few months ago. She said
there was a typo. The original school calendar did not show November 28, 2008, the Friday after Thanksgiving. She provided everyone with an amended copy of this school calendar. This new school calendar has been duplicated and sent out to the community.
Interim Superintendent Parmelee-Blancato informed everyone
that Marlene Grower, a
Interim Superintendent Parmelee-Blancato said Dr. Riggs, a Special Education teacher, came to the Board of Education in December and told it about the opportunity that Rocky Hill had to apply for a grant through CREC with other school districts. This was a grant to improve transition planning and activities especially in the school work areas of students with disabilities. This grant has just been approved for this school district and the amount of this grant will be between $60,000 and $80,000. She said this is really good news.
1. Consent Calendar
Chairman MacDonald asked Interim Superintendent Parmelee-Blancato if she wanted to say anything about the consent calendar or he asked her if she just recommended that the Board of Education approve this. Interim Superintendent Parmelee-Blancato recommended that the Board of Education approve this. She said this consent calendar has requests for child rearing leave, retirements, resignations and a field trip. There is also the elimination of high school course offerings and this is for courses that have not been filled with enrollment over the past few years.

COMMITTEE REPORTS
2. Personnel and Negotiations
Mrs. Calciano-Coler said a special meeting of this committee was held on February 28, 2008. At this meeting, Dr. Jeffrey Villar was elected to the position of Superintendent of Schools. Dr. Jeffrey Villar’s initial term of employment will begin on March 24, 2008. This motion was carried by all and it was unanimous. Mrs. Calciano-Coler welcomed Dr. Jeffrey Villar.
3. Policy
Ms. Viggiano said this committee met on February 13, 2008 with regards to the revised Policy 5118 (1-3) which is with regards to residency and school attendance. There were two changes. One of these changes is that childcare can’t be approved for a residency request for a change in school attendance. The second change is that the entire Board of Education, at its discretion, may grant an exception to any provision of the guidelines set forth in this policy. If any request comes through with regards to residency, then this subcommittee has to bring this request to the full Board of Education for approval.

5. Curriculum
Mr. Wisnioski was not present at this evening’s meeting. Chairman MacDonald believed there have been a couple of Curriculum Committee meetings and different aspects of the curriculum are continued to be looked at which include course selection, classroom sizes and course enrollment, etc. This is a continuing process.
6. Facilities
Chairman MacDonald mentioned once again how Mr. Wisnioski was not present at this evening’s meeting. There have been many Facilities Committee meetings over the past couple of months. Unfortunately the Facilities Committee meeting that was scheduled for this evening had to be cancelled. This has been rescheduled for next Tuesday and it will begin at 5:00 p.m. At this meeting, the discussion and review of the school construction plan will be continued. There is a document for the elementary school plan which had a lot of time spent on it. There is also another document that is being discussed for the secondary schools. His hope is that this conversation will be continued on Tuesday. The ultimate goal is to get a plan to the Board of Education for presentation to the Town Council in April and this is based on the deadline for a referendum in November. An approved plan from the Board of Education has to be provided to the Town Council by the end of April. A lot of work has already been done and there is still a lot of work to be done in a short period of time. He encouraged anyone listening to or viewing this meeting to attend the Facilities Committee meeting and to provide any input they have with regards to where Rocky Hill is going with its school system from an infrastructure standpoint.

At this point, Chairman MacDonald said he would like to take a short recess. There were refreshments in the back of Council Chambers. He said this was Interim Superintendent
Parmelee-Blancato’s last Board of Education meeting. Chairman MacDonald invited everyone in the audience to join with the Board of Education in a short celebration. He said Interim Superintendent Parmelee-Blancato has been instrumental. Chairman MacDonald said Interim Superintendent Parmlee-Blancato has really helped him and the rest of the Board of Education in getting everyone where they are today at a time when professionalism and structure was really needed. On Monday, Dr. Jeffrey Villar will take over as Superintendent. Chairman MacDonald personally thanked Interim Superintendent Parmelee-Blancato for her help.
Interim Superintendent Parmelee-Blancato thanked the Board of Education for the opportunity to serve for the past six months. A lot has been accomplished over the past few months. She acknowledged the administrators who were in the back of Council Chambers for all of their involvement and support. She also acknowledged all of the staff and the district along with the Board of Education for everyone’s efforts and support. She said the Rocky Hill school district is a great school district and it has dedicated and committed people who serve the children of Rocky Hill. She wished Dr. Jeffrey Villar much success in his new position. Interim Superintendent Parmelee-Blancato said this is a great school district and she said it has been an honor to serve. She thanked everyone and extended her gratitude. She said she did not want to leave but she has to because she has been here for transition. She said by her saying that she didn’t want to leave that this really tells everyone what a wonderful school district this is. She told the community that Rocky Hill is very fortunate to have the educators, administrators, and the Board of Education that it has as well as a brand new Superintendent that will do a quality job and lead this district. She thanked everyone for the honor.

11. Greater
Assistant Superintendent Boutilier said she was very excited
about the possibilities that this grant will give if it is funded because it
would meet some long standing needs.
Approximately six years ago, the science curriculum was revised and
Rocky Hill went to an inquiry based program.
This means that the students are actually learning about different
concepts by doing them instead of just being told about them. This is very activity oriented. Problems are posed to students and by finding
the solutions to problems they develop the understanding of the concept. There are challenges presented to a number of
staff members with this. The elementary
teachers for the most part are elementary trained and not science trained. Professional development has been provided on
a lot of content and concepts. If this
grant is funded, there will be science professors from
12. Explore and Soar Program
Assistant Superintendent Boutilier said this program already has been referenced a number of times this evening by chance. Marguerite Alpert is the Enrichment Coordinator for this. This program was a vision of Dr. Vautour (former Superintendent
of Rocky Hill schools) ten years ago. He was looking for ways to provide enrichment fun activities for students that they could explore and then to hopefully identify some talents and interests that they could soar with to further develop those skills. At that time, this was funded with $25,000 worth of supplies from the Board of Education and there was a full time position too. Since that time, this full time position has been cut to a half time position. The $25,000 is still in the Board of Education budget. Since this program has been scaled back, there are three basic components to it. There is the Senior Citizen Tax Deferral Program, the Mentoring Program that takes place at the middle school and the high school and the Mini-Grant Enrichment Program. She said Marguerite Alpert was present this evening and she would share her enthusiasm and passion for this particular program. There are also some staff members from the middle school who will be showing some of Rocky Hill’s dollars at work through the students.
Marguerite Alpert said she was thrilled to be working in Rocky Hill as an Enrichment Coordinator. Her passion is bringing joy to the learning process. She said she “wears three hats” as an Enrichment Coordinator. Her primary goal is to administer the $25,000 in the Explore and Soar Mini-Grant Program. She works as a support staff for all of the teachers in this school district.
Marguerite Alpert said it has been a terrific year for the
Explore and Soar Program. She mentioned
some of the highlights. There will be a
districtwide third grade historical walk and this will take place in May. This links with the curriculum piece
“Communities In My Place In The World”.
This effort represents an outstanding gathering of teachers, and volunteers
from the community including the Historical Society, the Library, the
Congregational Church, the Ferry and the
At the high school, musical director Claire Burnett is preparing her chorale students for
an appearance in May at Carnegie Hall. This is one indication of the top notch
musical program that Rocky Hill has and this is a great honor. The choir has been invited to participate in
a performance along with two hundred performers which include high school and
college students from across the
Science teachers, Janet Fraulo and Linda Sorusi brought the human anatomy and physiology and AP UCONN biology students to “Bodies Revealed” in February. Marguerite Alpert explained some more about this exceptional International Program.
Both groups of these students have had extensive experience
with dissections as part of the curriculum.
They appreciated the difficulty and the complexity of creating this
exposition. She was impressed by the
deep appreciation from the teachers when she received the evaluation of this
field trip. Janet Fraulo had commented
that this was “one of the best field trips ever”.
The Latin Teacher at the high school, Matt Bennett, will be taking his students on a field trip to the Connecticut State Latin Day in May. This is hosted by the Classical Association of Connecticut. She explained some more about this unique opportunity. She said the students will all make and wear their own togas to this event.
Marguerite Alpert said another “hat” that she wears is she directs the Rocky Hill Public Schools’ Mentoring Program. This program is to secure the helping hands of volunteers in the schools and the community to work as a mentor to a high school or middle school student. The commitment is one hour, once a week. This program is housed at the middle school and there have been nearly one hundred mentors assisting more than one hundred and twenty students over the eight years it has been operating. She explained some more about this. She said Steve Patarini and Andy Benson who are teachers at the middle school are mentors for an after school digital photography class. She said they will be doing a presentation after hers.
Marguerite Alpert said she also administers the Senior Tax Defrayal Program. This program is in its ninth year and it provides qualified senior citizens the opportunity to earn a rebate for their property taxes. There currently are twenty-five seniors who work fifty hours based on $7.65 an hour and the maximum rebate an individual can have is $382.50. She explained some more about this program. Many of these seniors go well beyond their fifty hours of work by staying on and contributing to the life of the schools. On May 1, 2008, there will be a coffee hour for the senior citizens at 9:30 a.m. at the Board of Education offices. She told the Board of Education members that an invitation to this will be forthcoming to all of them.
Marguerite Alpert told the Board of Education members that in their packets they had the “Good News Grams”. These good news bits are submitted by teachers who share student achievements and new initiatives that are doing well in the classroom. She urged everyone to read this. She told the Board of Education members that she appreciated their time and attention. She looked forward to another year filled with achievement and adventure.
Assistant Superintendent Boutilier said Marguerite Alpert is never short of ideas and her challenge in working with her is to contain her enthusiasm. Assistant Superintendent
Boutilier said hopefully Marguerite Alpert will be with the school system a long time and all of her ideas will be able to be brought to fruition.
Assistant Superintendent Boutilier said there are two technology education teachers from the middle school, Steve Patarini and Andy Benson, who wanted to show a visual presentation of the work that has come from Explore and Soar. Assistant Superintendent Boutilier said they had a short PowerPoint presentation to show that will highlight one of the programs and they also had a short video that the students made that came from Explore and Soar Funds.
Steve Patarini said he was the department head for
technology education at
Steve Patarini said he gave a presentation last year about the wooden toy building workshop. A PowerPoint presentation was given at this time. He said there were a total of twelve students who participated in the wooden toy building workshop which was held in the fall. Mr. Siciliano from the high school helped out quite a bit and hopefully these students from the middle school will take Mr. Siciliano’s classes when they get to the high school. The Woodworking Club actually went to the high school one day and they were shown around the shop and were able to work with the tools there. They were able to work with Rocky Hill high school students too and it was nice to see the interaction between the high school and middle school students. A Christmas ornament workshop was held that day.
Steve Patarini explained that Andy Benson took over as one of the yearbook advisors. Steve Patarini had told Andy Benson that maybe Explore and Soar could provide some cameras that would help to get more photographs for the yearbook. The funding for this was obtained this fall and Andy Benson was able to put together a nice program. Andy Benson continued with the PowerPoint presentation and he thanked everyone for the ten cameras that were provided by the Explore and Soar grant. He showed some of the students’ work with regards to photography. He said they would like all of the parents of the students to come in so that a presentation can be done for them.
Steve Patarini said his predecessor, Jack Shamus, had always
run the Morning Announcers Club at
this club came from Explore and Soar. A student teacher that he had from
gives an idea of what the students do each day to get the announcements out to the middle school. At this point, this DVD was shown to everyone. He said one of his sources of great pride as far as the Morning Announcers Club is concerned is there is a good presentation from Special Education students.
Steve Patarini said Explore and Soar has touched many facets of what is done in the tech ed program at the middle school. Explore and Soar also gives them the opportunity to do some of the ideas that the students come up with and the students appreciate this.
Assistant Superintendent Boutilier thanked all of the staff and Marguerite Alpert. Assistant Superintendent Boutilier suspected that Dr. Vautour would be very proud of his vision that has come to fruition. Assistant Superintendent Boutilier said all present and past Board of Education members should be proud as well because these opportunities are available due to their support.
13. Non-Renewal of Non-Tenured Teacher (Long
Term Substitutes)
Moved by Charles McMonigle, seconded by Jennifer Viggiano, that the
contract of employment of the following non-tenured employees who are in long
term substitute positions not be renewed for the coming school year upon its
expiration at the end of the current school year and that the superintendent of
schools notify these individuals in writing of this action: Sandra Buonannata, Paul Camarco, Lindsey
Downie, Julie Flynn, Jillian
Johnson, Theresa Kollmer, Kelly Mocarsky, Brian Pereira, Samuel Starr,
and Kelly Walsh.

Interim Superintendent Parmelee-Blancato notified the Board of Education that the public hearing for the town budget is scheduled for April 2, 2008 at 7:00 p.m. in Council Chambers. The presentation of the Board of Education’s budget will be on April 30, 2008 at 7:00 p.m. in Council Chambers. Chairman MacDonald said the town budget will be made available to the public on March 28, 2008. In this, it will be seen if there is any reduction to the Board of Education budget.
15. Coordinated Review Evaluation (CRE) for
Food Services
Finance Director Turansky said the State Department of Education pays a visit to Rocky Hill’s food services department once every five years and a Coordinated Review Evaluation is conducted. This is basically an operational audit to make sure that Rocky
Hill is following the rules and regulations of the National School Lunch Program. He explained about some of the things that are looked at (i.e. whether applications for free and reduced lunches have been processed appropriately, etc.). A couple of things that are invisible to most people are conducted each year as well. A self-study of each of the schools is conducted in order to ensure that regulations are being followed. There is a checklist and Finance Director Turansky said he goes around with Mrs. McCartney and they verify that the regulations are being followed. Another aspect of this is called the verification. Finance Director Turansky said he randomly selects some families who have applied for free or reduced lunches and he solicits information from them to verify that the income information that they provided is accurate. There are a total of eleven major categories that are reviewed. He was happy to report that Rocky Hill did quite well on its review this year. Out of all of the applications, only one was identified as having a math error on it and this resulted in a change for the parents involved. These parents were informed that the school system had to modify the results of the initial review. Several other applications were identified as having some missing information but this missing information in no way impacted the outcome of the initial review so no changes were required at that point. There was a two day visit from the evaluator in February with regards to this review. He read aloud the comments of the evaluator who had come to Rocky Hill. Finance Director Turansky introduced Connie McCartney, the Food Services Director to everyone. Finance Director Turansky said Connie McCartney and her staff are the people who deserve credit for the comments that the evaluator made. Finance Director Turansky said they do an excellent job in providing the lunch program for the students. Connie McCartney is very proactive. This school system has not been certified for the healthy food certification that this state offers so Rocky Hill does not get the reimbursement for those meals yet but Connie McCartney has taken the steps to make sure that the current nutritional standards are met by the meals and snacks that are offered. Connie McCartney suggested two years ago that a la carte fries not be served at the middle school. This has been extended to the high school this year. Finance Director Turansky publically commended and thanked Connie McCartney.
Chairman MacDonald asked approximately how many meals are
served per year. Connie McCartney said
approximately eight hundred meals are served per day. Finance Director Turansky said this figure
for the year would be in the hundreds of thousands. Chairman MacDonald said he noticed how this
school district is not participating in the healthy food certification
program. Interim Superintendent
Parmelee-Blancato said this will be something that the new Superintendent will
be bringing forward to the Board of Education very soon. Chairman MacDonald knows that a lot of
schools, including
budget the town is going to have that he strongly urged the new Superintendent to try to push forward with this as soon as possible. Interim Superintendent Parmelee-Blancato said this was discussed this past week at the administrative meeting and this is ready for the new Superintendent to bring it forward. She said Finance Director Turansky would be able to indicate approximately how much money this would benefit the school district. Finance Director Turansky said there would be approximately $16,000 of an increase in revenue for the school district from this. He said there was a conscious decision with regards to not certifying for the current school year. One of the reasons for this was that the Wellness Committee was in “limbo” for awhile because the former Special Education Director who was Chairperson of the Wellness Committee left this school district. Another reason was for this was “the rug didn’t want to get pulled out” from underneath the fundraisers, particularly at the high school and to have agreed to this legislation last year but have a problem with it this year. He said this year is being used as an educational period of time. The Wellness Committee has been formed again and it is headed by Dr. Riggs. There have been meetings on a regular basis with school nurses, principals, and other representatives. They are confident that they will probably be coming to the Board of Education members at the next Board of Education meeting to seek certification for next year. Chairman MacDonald said this would be great. He said this doesn’t preclude anyone from the fundraisers but there are just three restrictions that have to be followed. He thought it would be a good statement for this school district to be proactive in this.
Chairman MacDonald said he would be remiss if he didn’t mention something now. He suggested having Bill Pacelia come back at the next Board of Education meeting because he thought the Board of Education members would want to present him with something. The Outstanding Coach Award that Bill Pacelia received from the Connecticut High School Coaches Association is a big deal and a big honor. Chairman MacDonald explained some more and he had hoped that Bill Pacelia would have stayed for this whole meeting so something could be mentioned at the end now but he had already left. Chairman MacDonald said maybe this item could be added to the agenda for the next meeting and that Bill Pacelia could come back. Chairman MacDonald explained some more.
