Minutes of Meeting
A special joint meeting of the Finance
Committee and the Personnel & Negotiations Committee of the Rocky Hill
Board of Education was held on Wednesday, October 25, 2006, in the
superintendent's conference room.
Present were: Chairpersons,
Charles McMonigle and Anne Schmidt; Committees Members Peter Arico, Catherine
Vargas, and Rene Rivard; Board Chairman
Neil Geldof; Mayor Anthony LaRosa; Insurance Consultant Robert Lindberg; Director
of Finance & Operations Gregory P. Turansky; and Supt. of Schools Dr. J. A.
Mr. Turansky reported that the amount budgeted for the replacement of basketball backboards in the high school gymnasium was insufficient by approximately $3,000 because it was discovered that Town personnel could not install the new backboards as planned, and that repairs were needed on the old backboards so that they could be re-used as side-court baskets. As per Board policy, Mr. Turansky sought and received Finance Committee approval for the over-expenditure.
Mr. Turansky explained the funding mechanism in place for CIGNA’s health insurance plans that allows the Board to benefit from good overall claims experience. Mr. Lindberg explained the 2005-06 plan year results which contained a positive balance of $265,591, and indicated that plan year surplus funds could be used for a “premium holiday” where both the Board and contributing employees would benefit from reduced pay-outs for one month as that month’s premium to CIGNA would be reduced by the amount of available funds. The joint committees supported the use of the “premium holiday” during the month of November.
